Yes Cynthia! Exactly! There are no assessments that can be valid or
reliable for multilingual and/or multicultural students. There is no way one can
develop a measure that will not be biased against one group or another. Even
nonverbal tests are invalid. If one is careful about choosing images that
are relevant to one particular group, these same images will mean something
completely different to another group, or they might be completely irrelevant to
another group. Then, if you add socio-economic differences, you really
can't ever find items that will be appropriate. That's why we must rely more on
other measures, more authentic teacher and student-centered assessment
pieces.
I work a great deal helping schools/teachers/parents, et. al try to develop a
process to correct over- or under-representation of English Language Learners
in special education since there are no psychological or speech and language
tests that are valid or reliable for ELLs. I also try to help teachers
identify gifted and talented ELLs even when they aren't speaking English yet.
