The Commission on No Child Left Behind is releasing a report on the impact of LEP and children with disabilities subgroups on AYP determinations. A common complaint about NCLB is that these two subgroups are the reason that schools are not making AYP. The Commission staff analyzed achievement data in 5 States (California, Florida, Georgia, Pennsylvania, and Michigan) in this report. The report concludes that the LEP and Children with Disabilities Subgroups, by themselves, rarely are the driving force in a school not making AYP.
