Answer: Money.

Money and power corrupt a lot of well-intentioned and not so well-intended
people. The politicians have a lot of powerful interest groups leaning on
them. The "you scratch my back and I'll scratch yours" atmosphere of
political decision making is what makes American government and it's
political system so universally renowned. If a given "decider" or policy
maker caves to the interests of powerful business influence, they have also
built into that choice a powerful promise of financial and political
support. Maybe it looks like a gamble to you but to me it looks like a
carefully considered financial speculation; a gamble, but with insider
information.
