This is an excellent summary of the conflicts of interest that plague Reading First and NCLB that was shared on another listserv by Ken Goodman. Stager illustrates what a disgusting money-making scheme it has been. His summary of the Inspector General's report on Reading First conflicts (there's a link) is also excellent. The Reading First TAC Directors ought to be sued by school districts to recoup monies they were forced to use on their crap programs.
