The newspaper determines the legislation is not a Republican plot to undermine schools and says the law's framers deliberately established an impossible-to-attain goal of 100% proficiency in math and science to motivate schools to do better. Alarming dropout data on Chicago's black teens undermine earlier district reports
New data from the Illinois State Board of Education reveals that 20.3% of black students dropped out of high school in 2001-2002, compared with 15.6% for whites and 15.3% for Hispanics.
