This is not news. This has been pretty much the message over the last 50
years. This is why the NAACP argued in federal court that states should
enforce the letter and spirit of NCLB, instead of gaming the system and trying to
weasel out of their responsibilities to poor children and minority children.
Thank goodness educators and groups like FairTest are solidly on the side of
children, parents, and the NAACP and not resorting to subterfuges like suing
to halt NCLB because it is an "unfunded mandate."
