This list has been an outlet for the charge that claims of problems in the
schools are part of a stealthy agenda to privatize public education. How
terribly, terribly irresponsible and terribly, terribly sad.

Maybe the "concerted efforts" are not as concerted as they should be.
That's the whole point of NCLB - to drive improvement of schools.
