The whole idea of NCLB, and the whole idea of ESEA since its inception 40 years ago, is to import successful practices into schools that have been less successful. When do you think "we" will catch on to that? And if no one around you is looking for successful practices, how is that the fault of NCLB?
I don't know why you're still on the RF kick. Perhaps you should take your own advice and find a school that is doing RF really well and then try to do wihat they are doing.
