Arguing that the term "letter and spirit" should not be taken literally is egregious double-talk (and particularlyhilarious to those who know the etymology of the word "literal"). That NAACP meant exactly (and literally) what it said when it argued for enforcing NCLB in "lettr and spirit" is clear from the rest of its brief - beginning with the very next sentence - , which identifies the specific benefits conferred by NCLB that CT was trying to weasel its way out of. And NAACP said the same thing in their press release after most of the CT case got tossed - they said their purpose in the suit was to make sure CT met its obligations under NCLB. What could be clearer than that?
