The average African-American 12th grader achieves at the level of the
average White 8th grader. NCLB establishes the expectation of parity and sets a
specific schedule for reaching it along with requiring states to provide
sustained and intensive assistance to schools. If anything this is a profound act
of faith in kids, families, and schools (and maybe a naive act of faith in
states). Putting things on hold until the ed-school sorcerers whip up the
magic "educational methods" is absolutely ridiculous. Take away the requirement
to improve schools and what do you think will happen?

produce full proficiency for all students by 2014, and until there are the
Department of Education should adopt a growth model that does not have a
date-certain requirement to attain full proficiency for all groups.
