Here's a compromise (though punitive measures based solely on test
performance should not be part of the discussion ... school improvement
is the issue) ... remove the "in-district" transfer restriction and
allow students in so-called underperforming schools (mostly in inner
city and poor rural areas) to cross district boundaries and enroll in
the nearest so-called highly successful school (mostly in suburban
communities). See who howls.

School improvement is certainly the issue.
Allowing children to cross district boundaries has bee proposed. It
might very well help some children, but it would be subject to the room
available in the "suburban schools," it would raise transportation
issues. and it would not meet the needs of parents and children who
want good schools close to where they live. My bets are still on
improving schools for all children.
