Here's a compromise (though punitive measures based solely on test performance should not be part of the discussion ... school improvement is the issue) ... remove the "in-district" transfer restriction and allow students in so-called underperforming schools (mostly in inner city and poor rural areas) to cross district boundaries and enroll in the nearest so-called highly successful school (mostly in suburban communities). See who howls.
