States and districts are poor, so the federal government should pay for education? Sure. That way the taxpayers only pay 100 percent. In any event, the NAACP argued in federal court that states should enforce the letter and spirit of NCLB. I really don't believe that the NAACP advocates "harm for children and the destruction of their schools."
