Susan, I don't think SCORES went up in NY. I think PASS RATES went up. This is very, very, different. See the 16th Bracey Report now posted at www.america-tomorrow.com/bracey/EDDRA. Rising pass rates can disguise falling scores and an increasing ethnic achievement gap. Jerry
