Is the settlement agreement or the complaint available anywhere on the web? YES. In fact, that was the core issue which led to the intervention of the Office for Civil Rights, and why the Chicago Public Schools had to change their promotion policy. . . . . Part of the OCR agreement gave a new right to parents to ask for a review of their child's entire record if they disagreed with a decision to retain the student.
