With $20B earmarked for NY/DC/PA, this leaves the rest kind of wide open. If
I'm understanding it correctly.

Supporting national security -- what is that? Extra Natl Guard on the
streets of NYC or sending soldiers to Afghanistan?? Wish I undersood
bureaucratese better.
