Before the creation of STAR, there was a brief period when California had
adopted content standards in core subjects, but had no state test. At that
time, the CTBS test manual identified which standards were addressed (some
to a greater and some to a lesser degree) by the test and which ones they
were totally unable to assess with their technology (multiple choice).
