Here's how the improvement goal was established: The goal is at least a 25 percent reduction in the number of children who failed to meet standard. TM's 1998 baseline was 7%. (7% met standard.) 93% did not meet standard. The 25% reduction in kids not meeting standard is approximately 23%; this means that the 2001 goal was (93% - 23% = 70%) not meeting standard or approximately 30% meeting standard.

There is a new improvement cycle beginning: This fall districts are to set goals for 2004.

Here are the scores for that wonderful improving Thurgood Marshall Elementary
over the long haul.... You have to understand that in their infinite wisdom,
A+ and OSPI have batted back and forth and I think sort of decided that
schools could use the second year's scores to improve from, if they wanted.
The first year WASL was optional. The (sort of) established goal is a 35%
improvement in the 3 years. (One A+ meeting discussed changing that, since
many schools had already met it-- Love them A+ meetings;-) Then they'll
benefit from that wonderful $100,000 plaque program. I'll have to see if I
can find out just what went on at the end of 97 to make scores drop. New
principal perhaps? Staff turnover? Change in bussing policy? Anybody
happen to know?
