Tests measure student accomplishment.
[Tests not designed to measure teacher/administrator accomplishment; and are
not validated as measure of such.]
Tests don't identify source/cause of student accomplishment.
[Tests don't limit measurement to what students learn in school.]
[Tests don't block out measurement of learning outside of school, from
family, neighbors, community entities, internet, other electronic media, independent
study, etc.]
