Subject: New Standards-based Tests in Spanish Field Test
Dear District STAR Coordinator,
On behalf of the State Board of Education and the California
Department of Education, ETS would like to introduce the new
Standards-based Tests in Spanish (STS). The purpose of the STS is
to permit students to demonstrate achievement of the California
content standards in reading-language arts and mathematics through
primary language tests that are aligned to the California content
standards.
ETS will conduct a census field test September 12–14 in grades 3,
4, and 5 to field-test the grades 2, 3, and 4 test items. All
students who tested with Aprenda® 3 at grades 2, 3, and 4 in the
spring 2006 should take the STS field test this fall at grades 3,
4, and 5, respectively. To successfully field-test enough items,
we need the entire population of students eligible for Aprenda 3
to take the STS field tests. Please plan to participate in the
development of these important new tests.
We will contact district STAR coordinators in mid-April to collect
STS field-test orders. ETS will send you an estimate of the number
of STS field-test booklets that your district may require, based
on district 2006 Aprenda 3 orders. Please confirm or adjust this
estimate as best you can, so your district receives enough STS
test booklets.
California Education Code section 60640(f)(3)(A) requires the
development of the STS. The State Board of Education (SBE) adopted
the STS blueprints at the July 2005 meeting. Blueprints may be
viewed as part of SBE Item #15, located at
http://www.cde.ca.gov/be/ag/ag/yr05/documents/bluejul05item15.doc.
The first operational administration of the STS will occur in 2007
in grades 2, 3, and 4. The STS will gradually replace Aprenda 3 as
grade-level STS operational tests become available.

representative. Thank you.
