I was informed that at the Forum on Education and Democracy event on Wednesday, Miller referred to a 'useful pause' in the reauthorization process in order to think more deeply on changing the law. He also reiterated that without a commitment to significantly increased funding from Bush, he would not even try to push a law. (I was not there, so this is not a quote.) Note on the dropout proposal: it will treat a 5-year graduate as a dropout, creating incentives to simply remove students not on track to graduate in 4 years. Monty Monty Neill, Ed.D.
