Joe, your comments suggest that CSTs are constructed through annual item
analysis that revises each test in a way that makes CSTs more difficult each
year. This, too, is my suspicion. But, where is the evidence that CSTs are
revised in such a way? Has anyone directly involved with CST revision spoken
out about the process? Has CDE released any information supporting your
statements?

I would love to contact someone who knows the internal workings of CST
revision. There is legitimate need to deconstruct and make transparent the ways
the CST is designed. Also, where is the data on test validity and
reliability? How do CSTs compare to achievement tests in other states? These types of
comparisons are common practice in test evaluation, yet this information is
absent from the various CST score interpretations I've witnessed. The only
related study I've seen is by NWEA. It shows CST Proficiency level is much
higher than that of other states. It's time to open the box.

And isn't it just a bit frightening that teachers have been made their own
silent executioners via clever statements about 'test security' that discourage
teachers from even questioning the tests? Open the box.
