This may seem minor, but its not. NCLB calls for Proficiency. The BOGSAT (Bunch of Guys Sitting Around a Table, as they call the test makers) decided to adopt the NAEP definition of Proficient, which works out to be between 70% and 80%. But the Bushies and Miller keep batting their eyelashes and saying, Isnt it reasonable to expect everyone to read a grade level? Grade level, if it means anything (and it doesnt, except on a test) is the 50%. A big difference between 50 and 80. And even 50% means half the kids fail.
