Spellings to ask federal appeals court to reconsider ruling

The U.S. Department of Education will ask the 6th Circuit Court of Appeals to
reconsider a ruling by a panel of three judges that NCLB places an unfair
cost burden on states and local districts. "We think we have a very strong
case," said U.S. Education Secretary Margaret Spellings. "We don't believe No
