Houston seeks to keep merit-pay details out of public domain

As Houston school employees receive bonuses ranging from $66 to $7,865, the
district is endeavoring to keep the details of its merit-pay incentives out
of the public eye. Officials say releasing the information would be
tantamount to disclosing private information about teacher evaluations;
however, a union leader noted that the bonuses are based on student test
