It would seem like they are violating NCLB to hire uncredentialed interns if
there is a qualified teacher available.

PS I forgot to say that what you lay out has already happened in
Oakland. Ward started two "internal" charters (there is no such thing
in law) in Flatlands schools, and more will come. They hired only (I
heard) newbies, and made them pledge not to join the union. So he gets
credit for reducing the budget (lower salaries), and they dont know
enough and/or are too scared to rebel.
I applied to Oakland to teach special ed and was turned down because
they are only hiring interns who arent credentialed. Im thinking about
suing. Age discrimination? Can they do that? Make a contract with their
"Oakland Fellows" program (Broad-sponsored, maybe?) and only hire them?
