provide decent schooling in CA for poor kids. Prop 13 is a primary culprit, but the
state could have raised state $. It did not. But the failure of the feds for
many years to provide $ for building schools, and that NCLB is a law
essentially silent on the issue of making better schools rather than creating inadequate
transfer options, both contribute to intensifying the mess...
I must wonder--what is the politic? Seems coincidental that California tax
revenues have finally recovered, following the fed-promoted energy siphon
carried out by Bushcons. While not widely stated, the current recovery appears to
be due to increases in gas taxes and real estate based taxes.

The Bush administration is trying to pass-off their secure-the-border costs
to Californians, disproportionately. For the time being, this has been
stalled. Now the feds are attacking California funds by demanding more money be used
to spin students into schools that are not likely to be able to better
address their poverty and language acquisition needs.

The feds have repeatedly shown little concern for the best interest of
marginalized students or those who try to help them. This has little to do with
providing decent education and lots to do with spinning California taxes away
from reforms such as universal health care and other causes that will benefit
those who are not privileged.

Does anyone know of a study that shows California poor students do less well
than those of other states (matched by English language proficiency)?
