I agree with Marilyn. GI Rights Hotline is best place to start.
If the person has any connection to any religious/faith tradition, he or she should probably contact a clergyperson in that faith who is sympathetic. I can find someone through ICUJP - Interfaith Communities United for Justice and Peace if you let me know what faith/denomination. (Muslim, Jewish, Catholic, Episcopalian, Baptist, Presbyterian, Unitarian-Universalist, Methodist, maybe others.... )
