Yes, social class determines test scores. To revive an apt slogan we
created in 1999, API = Affluent Parents Index.

This says volumes. Didn't a recent UNESCO study find U.S. poverty rate
worse than all other nations except Mexico?
Bracey (Phi Delta Kappan, Feb. 2008) notes that U.S. Asian students (9 year
olds, probably including second language learners) outscored all 39 nations
on the 2006 PIRLS. He concludes that "anyone who makes statement about
'American schools' is speaking about an institution that doesn't
actually exist."
What makes U.S. Asian Kids So Smart?
The problem is social and economic. Education is simply the fall guy.
