state resources," Jacobson said. "It essentially forces these local
agencies to foot the bill for corrective actions imposed by a federal
program that does not accurately measure academic progress or take into
consideration California's unique challenges."
I'm surprised that there has not been 'resistance' focused at the State
Board of Education. Is it not this body that set the "Proficiency" standard
higher than nearly all other states, despite the fact that California students
are more culturally, linguistically, and economically diverse than any other
state? This unrealistic standard has only undermined attempts to improve
public education.
Is anyone familiar with the SBE "Proficiency" dialogue that resulted in
California's absurd requirements? I would love to know the players. It smacks
of goal setting for 1999 dotcom companies and 2005 real estate sales. Just
can't wait for the next driving metaphor.
