Mary Anna,
The thing is, we want to "unblock" in order to give our students a grade in
the development of their reading, and of their writing. Right now, they get
a CA grade that doesn't give anyone enough info about their progress in
either of the main subjects. (Communication Depts. in our part of the world
involve everything--media literacy as well as the things you've mentioned.)
