The thing is, we want to "unblock" in order to give our students a grade
in
the development of their reading, and of their writing. Right now, they
get
a CA grade that doesn't give anyone enough info about their progress in
either of the main subjects. (Communication Depts. in our part of the
world
involve everything--media literacy as well as the things you've
mentioned.)

Why not call your blocked classes English Language Arts? This is the
usual
term for those studies which invite students to participate in
activities and
lessons involving reading, writing, thinking, listening, speaking, and
viewing. Communication Arts is an older designation for such classes as
speech,
debate, theater, and journalism, in my experience.
